Migrants and access to health in the context of COVID-19.
A study on venezuelans and bolivians in the provinces of Salta and Jujuy

This article is aimed at contributing to the studies interested in the access to health services of immigrants in Argentina from a Human Rights-based approach and, especially, those that focus on the experiences of Bolivians and Venezuelans in Salta and Jujuy provinces (Argentina). According to this research objective, in the first place, we review literature that problematise the access to health service in the mentioned migrant collectives. In second place, we present some results derived from the first edition of the National Migrant Survey of Argentina, held in October and November 2020, in the context of the health emergency declared because of the COVID-19 pandemic. This analysis is complemented with the information collected by depth interviews to migrant leaders and civil servants. The findings suggest that, despite the consolidation of the right to health among migrants since the enactment of Law 25871 in 2004, there are still factors that interfere with the access to this right, particularly, in certain migrant groups. Moreover, data show that these difficulties are intensified in Salta and Jujuy in comparison with the results obtained at the national level.
